គំរោងផែនការមេ អភិវឌ្ឍខេត្តព្រះសីហនុថ្មីបានផ្សព្វផ្សាយថា ដើម្បីធានាថាផែនការមេអភិវឌ្ឍខេត្តព្រះសីហនុជាតំបន់សេដ្ឋកិច្ចពិសេសគំរូពហុបំណងសម្រេចបានជោគជ័យ ប្រជាជនកម្ពុជា ជាពិសេសប្រជាជនក្នុងខេត្តព្រះសីហនុត្រូវចូលរួមយ៉ាងសកម្មក្នុងវិស័យសំខាន់ៗចំនួន៤។ ទី១ – អភិវឌ្ឍជំនាញផ្ទាល់ខ្លួន៖ ស្វែងយល់អំពីជំនាញដែលត្រូវការសម្រាប់ការអភិវឌ្ឍស្របតាមផែនការមេនេះ (ឧទាហរណ៍៖ បច្ចេកវិទ្យា, ទេសចរណ៍ និងឧស្សាហកម្មបៃតង)។ ទី២ – រួមចំណែកអភិវឌ្ឍសេដ្ឋកិច្ច៖ បង្កើតអាជីវកម្ម និងវិនិយោគនៅក្នុងវិស័យអាទិភាពស្របតាមផែនការមេ (ឧទាហរណ៍៖ ទេសចរណ៍, កម្មន្តសាល, កសិឧស្សាហកម្ម និងគីមីឥន្ធនៈ)។ ទី៣ – ចូលរួមគាំទ្រការអនុវត្តផែនការមេនេះ៖ ផ្សព្វផ្សាយបន្តនូវភាពវិជ្ជមានរបស់ខេត្ត និងបញ្ចេញមតិយោបល់កែលម្អស្ថាប់នាបែបវិជ្ជមាន។ ទី៤ – រក្សាសណ្ដាប់ធ្នាប់ និងអនាម័យបរិស្ថាន៖ ចូលរួមក្នុងការរក្សាអនាម័យបរិស្ថាន និងគោរពច្បាប់ស្តីពីសន្តិសុខសាធារណៈ ដើម្បីអភិវឌ្ឍខេត្តព្រះសីហនុឱ្យក្លាយជាទីក្រុងសេដ្ឋកិច្ចគំរូ។

To ensure the successful implementation of the Master Plan to develop Preah Sihanouk Province into a Multi-Purpose Special Economic Zone, Cambodians, especially the residents of Preah Sihanouk province must actively participate in four key areas: [1] Develop Personal Skill – Learn and enhance skills required for development in line with the Master Plan (e.g., technology, tourism, and green industry). [2] Contribute to Economic Development – Establish businesses and invest in priority sectors aligned with the Master Plan (e.g., tourism, manufacturing, agro-industry, and petrochemicals). [3] Support the Implementation of the Master Plan – Share the positive aspects of the province and provide constructive feedback for continuous improvement.
